Every AgentSmack scorecard primitive answers a question about one agent — its readiness, its percentile, its drift, its attestation chain. None answers the question a CISO actually has at portfolio scale: across my whole fleet, what is my org's production posture, which agents are BLOCKING org-wide certification, and what is the single highest-leverage agent to fix? This roll-up folds every agent's unified ProductionScorecard into ONE org-level verdict — fleet_certified / fleet_lagging / fleet_blocked / insufficient_signal — over a worst-case floor (the minimum overall across agents, not a mean: a CISO buys the worst agent, so a handful of strong agents must never mask one unshippable agent). The killer property nothing else enforces: a single agent carrying a disqualifying failure forces fleet_blocked — sticky and non-launderable, the org-level analog of the per-agent hard-blocker cap; a high fleet overall can never wash it out. The report names the blocking-agent register, the dimension blocking the most agents, and the single highest-leverage agent to remediate first.
