The killer property nothing else enforces: a single agent carrying a disqualifying failure forces fleet_blocked — sticky and non-launderable, the org-level analog of the per-agent hard-blocker cap; a high fleet overall can never wash it out. The report names the blocking-agent register, the dimension blocking the most agents, and the single highest-leverage agent to remediate first.
