The Pre-Flight Test-Plan plans coverage before a run; the Attack-Surface Coverage Map grades it after. This is the adaptive action loop that fuses the two: it takes what your first round actually found (the canonical surface findings) and your lane coverage map and answers the operator’s real next question — given these results, which specific labs do I run next, in what order, and why. It escalates confirmed-finding lanes to their live driver, closes the highest-risk untested blind-spot lanes first, and surfaces the single highest-leverage test that would CONFIRM a partial attack path end-to-end. Honest-empty: with no findings and no coverage it reports insufficient signal and recommends nothing. Pure, deterministic, anonymous — raw finding bytes never enter the plan.
